I vaguely remember playing a board game around 1990 with a theme of building a civilization from the stone age to the space age.

The only really defining characteristic that I remember from the game is that at least one phase of the game used elemental (fire, water, earth, air) cards that (for some reason I can't remember) were identified by a pattern of three white or black circles in a column (sort of like a traffic light), rather than a picture of the actual element. Oh, and the board was mostly black.

Any ideas?
