Now that I understand how to redeeem them, yup, I'm getting the USA-only message. So are Canadians always out of luck on promos, or is it just the way these ones were set up?

From what I understand Canadians are always out of luck on the app promo codes.
What you could do is create an USA itunes account (doesn't require a credit card anymore) and then redeem the promo code that way.

Whoops! I just bought it two minutes ago without a code!
Oh well. I was so excited to find a board game I already liked that had hotseat support that I pulled the trigger. It never even occurred to me to check for promotions first. This is precisely the kind of game I troll the iTunes store for, and I look forward to playing it! Good luck with sales!

I tried to use several of the different codes last night, and every one I tried was already redeemed, so I don't think you missed anything. I had to spend $2 just like you, but it's a good Hey! That's My Fish! clone with some interesting variants thrown in as well.

Seems to be a bug in the program for the iPhone, playing simple 2-player. At about 6-7 turns in to the game, one of the bees will no longer be able to move, despite having legal places to go.
Also, this game is not very good for the iPhone, as the locations you need to touch are too small. You need an expanding feature similar to the iPhone keyboard, that expands the touchable area.
While I think the hex-based nature of the game integrates better with the bee theme - which is pretty darn cool, I think it breaks down when the bees can't just fly across the gap. it makes sense when it's penguins on ice, but less so with bees.
I wonder how the Hey, That's My Fish! designers feel about this.
