I've seen those messages before and that specifically was not the case, otherwise I wouldn't have started this thread.
The message I got did not say the proposal was already pending, but instead said something to the effect of that the same image may not be proposed more than once, or some such. It said nothing about the image already pending.
I failed to point out in my prior post that I was trying to make the image representative of the game release (of which there is only one), not the game in general.
I think what happened is that at some earlier point this image was rejected for some reason, maybe because it was already representative. Subsequently, someone deleted some images and when I was trying to propose it to be representative again, I got the error message.
Or something. 
In any case, the image is now pending to be representative for the specific release as well, so all's good.
