Is the AI for this card broken or do I not understand it correctly? During several games, I tried to play it at the beginning of my turn when I had 4 runes to add 3 power to the power I had listed. It wouldn't let me add until the end of a turn, and the turn's not over until you're down to 1 power. And it doesn't add to the leftover power, it replaces it, so it only shows 3 power. So unless there are no 3 power monsters on the board, it's croaking cultist time. Is this how it's supposed to work?

Yggdrasil always adds one power and you can pump four runes into it to generate three honor. Were you mistaking the honor it can generate for power, or am I missing the point of the question? At any rate, it doesn't generate power beyond the one free one every turn.
