So, I installed the 3 DLC packs off a GOTY edition, and never had a problem with it, until recently, I got the error message above.

I did a bit of reading, and it seems that people who download the DLC have this problem, but I physically installed it from a disc..why am I getting this message? The content is still there on the hard drive.

Have you tried clearing the cache on your hard drive? Most issues I've ever had with errors on the 360 have been rectified by doing this.

I had this exact same problem when I played Fallout 3: GOTY with the DLC on a disc. You can not clean your cache or you will erase some sort of pointer or key that allows the save to work.

I always clean the cache after every session on my 360, so I was doing this with F3. But I noticed that the extra content or references to it never seemed to be there when I went back to the game, even though they were clearly still on my HD. So, I tried not clearing the cache and lo and behold everything was there when I went back in. I never had any problem with the DLC after that.

I know it seems counterintuitive, but it worked for me.

That makes sense, perhaps the cache has some sort of DLC key that prevents the instrusive MS DRM from denying your use. I have *definitely* cleared the cache since I last played Fallout, I will try that out.
