My specific interpretation is that roads must:

-- Be on a dotted line

Or:

-- Entirely surrounded by dotted lines on all sides.

As such all coastal and forest-side roads are illegal.

Additionally:

- At least one end of any road must be in a conquered territory.

- A road may not cross more than one territory boundary.

- A road may not cross another road (or dotted line).
