Do you reshuffle discard piles of the sun deck as soon as the deck is exhausted (which is what is written in the rules) or do you wait to reshuffle the sun deck when you start to draw cards again (ie the next sun phase)?

I think the first time the you need the cards in a 3P game is after a Sapa Inca Phase so all the cards that were on the playing board the previous era could be included in discards pile.

Thanks!

There is small difference between the two times in a 4-player game. If you shuffle as soon as the deck is exhausted, you will alwys do that with cards on the Sun Event mat. If you shuffle when you need the cards, you will shuffle once with cards on the mat and once where the entire deck is in the discard pile. I would say that whatever you do the first time you reshuffle, be consistent.
