The rule book states the following about the Sapa Inca Phase:

Quote:
The players may keep Labor tokens equal to amount indicated
in the box of the current Era.


Whereas during the Inca Phase:

Quote:
Each player receives a number of Labor tokens from the bank
equal to the number indicated in the box of the current era.


Now, if you happen to have, say, 5 Labor tokens when entering the Sapa Inca Phase, and both the current Era and the next one has 3 Labor tokens indicated in the aforementioned box, do you

1) Return 2 tokens to the bank during the SI phase, keeping 3 of them, and then during the next I phase receive 3 additional tokens (as well as tokens from other sources)

or

2) Return 2 tokens to the bank during the SI phase, keeping 3 of them, but not receiving those mentioned in the latter quote (still getting tokens from other sources).

This issue caused some dispute in our gaming group, so I'd appreciate a decisive solution.
