questions
1)what decide when a player pawn goes inside the track or outside as this is crucial in determine player order?
2)what is the question mark phase?
3) I presume the starting region is considered conquered region?

Hi, I'll do my best to answer each of your questions.
1. The first player to reach that spot on the VP track takes the inside spot. Any later player to reach the spot goes outside of each previous pawn.
2. The Question mark phase is the phase where each player (in player order), scores VPs. This is based on their road network as well as any Terraces in front of him.
3. The start region is conquered, as there are no tribe tokens there.
