I'm not sure exactly what you're saying, but here's how it works. You each choose a card from your starting two to be in play at the beginning of the game. The other starting card stays in your hand.
Then play begins. One of the players takes a single action - either melding their other card, drawing, or using the card they have out. Then the other player goes, and from here on out, everyone gets two actions a turn.
Going first is about as good as going second. Whoever's just gone will always have taken one more action than the other player.
