What is the language on the cards when I buy London in Germany? I know a German rulebook is included but are the cards still in English?

Yes, all cards are in english.

What you can do: Sleeve the cards and slip little cover-ups over the english text.

But on the other hand: The cards are not that hard to understand, and there are not much cards with text.
