The February VGG Art Contest Rules wrote:

Not necessarily? The example reads like it was drafted as an example of what rule 8 says not to do!
It is also not correct to say that "fair use" clears the decks on rights/consents, as fair use only applies to the copyright aspect of rule 8, not any trademarks that might be involved.
But to get to the heart of your claim -- I am having a hard time identifying which "fair use" rationale you are thinking of that would cover "entering an online art contest with commercial prizes"...
