A few questions:
Does Bataan enjoy full supply or limited supply just like the rest of the Phillipines?
Does each LBA give a hit bonus to one BLOCK or just one STEP?
Does a fleet at sea need to be part of the supply network, or only the port at which it rebases at the end of the turn?

1) Not sure I understand the question, but: if sea-supply is available, then of course Bataan has full supply. If it is cut off from Japan, then Bataan and Leyte both get partial supply. They could trace to Luzon (a partial-supply source), but they don't have to, since as port boxes, they're automatically in partial supply.
2) Each step of airpower, whether CBA or LBA, can give a hit-bonus to one step of infantry. So one full-strength air unit can support two steps of ground units.
3) Only the port.

I was thinking from a US perspective. Is the entire Phillipines, including Bataan, at limited supply all the time?

OK, well ALL port-boxes always have partial supply. Likewise Luzon, since it's a partial supply source. If the Japanese control Luzon, then Mindanao could be out of supply.

Well, sure. If they can trace a valid sea-supply line back to the USA. It's not likely to happen in-game until 1944 or later, but there's no reason why not.

How do you figure? You can't trace sea supply through enemy dominant influence, and it's not hard for the Japanese to get dominant influence in an area like the Philippines.

I beg to differ. As long as there are one or two US/CW LBA around they will be in supply. The Japanese simply cannot cover everything.

Well, this is no longer a question of rules, but of gameplay. I don't think the US or CW can afford to throw LBA into this area, when they're always in danger of invasion, but that's just my take. I hope your rules questions are all answered!
