Alval Uvani is a dunmer battlemage who lives in Leyawiin but travels Cyrodiil as a trader. He is incredibly nasty to the player when spoken to or even walked by.

Alval Uvani is part of the Dark Brotherhood and when paralyzed by the player hints at this in dialogue:

"No! You filthy guttersnipe! You won't get away with this! By Sithis, if I could only move my arms, I'd rip that smile right off your face!"

He acts as a speaker/silencer of the Black Hand in the Dark Brotherhood and is one of the people ordered killed by the switched dead drops.
